The Bay Area is home to some of the most wealthy tech companies in the world, and the growing economy has brought significant traffic congestion. Because of this, the city of San Francisco is not only an ideal geographic candidate for cordon tolling, but also an economic candidate for a zoned system that applies higher fees to motorists who enter parts of the city that are more congested than others. This report examines the past efforts to study cordon pricing for San Francisco and offers new recommendations by taking into account recent economic changes and research that improve the feasibility of a cordon tolling (CT) system to fund public transit improvements.
